ROCKLAND COUNTY, NY — The New York State Public Service Commission will hold two public hearings May 25 on Orange and Rockland Utilities' plan to construct a new underground transmission line in Clarkstown.
The proposal is for a 5.5-mile underground 138 kV electric transmission facility between the Burns Substation and the West Nyack Substation. It would require alterations at both substations including construction of underground-to-overhead transition structures, a transformer, tree clearing, and extension of the fence lines.
O&R must obtain a Certificate of Environmental Compatibility and Public Need from the PSC. Under New York State Law, the commission may adopt or reject the proposal, in whole or part, or modify it. The commission will consider input from the participating parties and the general public. An Administrative Law Judge is presiding over the gathering of public comments and all evidence related to the project.

Each forum will be followed by a hearing where all those wishing to comment on the request will have an opportunity to make a statement on the record before the ALJ.
It is not necessary to make an appointment in advance, or present written material to speak at the hearing. Persons will be called to speak after completing a request card.
Each public statement hearing will be held open for a minimum of one hour and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of each hearing will be made for inclusion in the record.
